Yes. I've been kind of holding off while all the combat revisions are being discussed.

Just to be safe, colonies have zero population and thus are often defenseless unless a unit or mines are deployed?

No, if you drop a Mining Outpost to create a zero population colony it does have some defence ability, but it is easily beaten.
