If you put an outpost on a planet, does that prevent you from later putting a colony on that planet?
I'm thinking it does, but wanted to double check.

No it does not. You can place a colony later assuming the planet supports a colony. Gas planets can not support a colony, they only support a mining colony.
placing a mining colony on a terran planet can be a good idea, because if someone wanted it they would have to attack the planet. Mind you it still won't have the defense of a real colony.
