Terraformed Planets

I have been terraforming 2 ice planets and they both are above 70% terraformed, yet the increase in population is still accumulating very slowly. Do I have to stop the terraformer before they start accumulating population like a planet with the current terraform level would, or what?

No, the population will increase while you terraform. The previous rapid population increase was a bug and has been corrected.
