how do you get energy beam array orbitals parked on your outpost planets?

I think I've seen folks that have enery beam array orbitals parked on their orbitals for defensive purposes. How do you get them there? As far as I can tell once I've built it at my colony it's stuck there orbiting my colony planet. I'd like to move it over to an outpost. Is there anyway I can do that? What am I missing? Thanks for the help!

Cruisers can be converted to energy arrays when combined with Orbital Defenses, just as Battleships can be converted to Missile Orbitals when combined with Advanced Orbitals.
