Issue With Name Length

When creating a character, you are allowed up to 29 characters. However, it seems everywhere in the game, names are cut off at 20 characters. So why even allow longer names?

On a related note, is there any way to change a name? I gave my second character a 24 character long name, and it looks really dumb cut off :p

Originally everything was twenty. Then in the rush to change all the accounting code after the first rejection, I allowed for the possibility of longer names. They weren't actually meant to be used yet, but oh well.
