Does this mean the update will be slightly delayed or that only newly spawned servers will have the changes?
So I've consistently been able to build over my object limit on each of the three severs, so far up to -8 objects left (18/10). Is this a bug or am I somehow penalized for building beyond my means?

You could be transparent with apple's login policy to trigger people's intuition. If not at the first boot, then certainly at a purchase pos with an unregistered device.

I believe Apple is very resistant to external payment systems. They take a cut of all AppStore purchases. An external payment system would cut them out of the bargain.
