No, but having a single harvester pulling from a planet is probably fine since they can carry more than enough.

To answer that more completely the type of harvester or number of harvesters you need to optimally service a planet depends on the cargo capacity of the vessel, it's speed, how far away the two planets are, and the the amount of resources being generated by the planet. One small harvester is usually fine for servicing a planet if it's only taking it to another planet in the same system.
