Basic ship handling + fleet headquarters

So correct me if I'm wrong but isn't basic ship handling now supposed to have each shipyard you own support 10 more ships per rank? Because the description doesn't mention this.
And fleet headquarters still has no utility for the moment, correct?

And on a side note, I remember a notice about research taking 1/4 as much time. Is still still true because mine all say the normal rates.

Correct. As to the last, we didn't reduce the training times, because we changed so many things about the starting position.
