There is a bug in the client that I am working on fixing that should correct that issue. What you can do is go to the springboard and kill the app, then restart it. That will usually clear it up.

At springboard double tap the home button to see a list of open apps, hold your finger down on Empire till you see the (-) sign click the minus sign, then run Empire again. It should be cleared up.
